Supporting the Short Line Workforce with Regulating Agencies
he ASLRRA works closely with both economic and safety regulators to ensure
Tthat regulations in our industry are viable for our small business members.
On the economic front, this year marked the 40th anniversary of the Staggers Act, and an
active Surface Transportation Board (STB). The ASLRRA created a new STB working group
to provide guidance on matters coming before the STB, such as demurrage and commodity
exemption proceedings.
On the safety front, major activities in 2020 with the Federal Railroad Administration (FRA)
included waiver relief to respond to COVID restrictions, development and approval of
compliant Part 243 training templates, and a round of HOS waivers.
Elsewhere in the USDOT, we worked with the Build America Bureau as they launched a RRIF
Express program designed to reduce barriers to short line participation.
